Alameda County Community Development Agency: Mr. Claiborne developed the currently adopted Specific Plan for the downtown area of Castro Valley, one of the largest unincorporated communities in the State. The Plan features several major revitalization projects, one of which is joint-development of a portion of a new Bay Area Rapid Transit (BART) Station.
The Joint-Development Project: The Downtown Castro Valley Specific Plan establishes the policy framework that allowed County staff, with Mr. Claiborne as project manager, to implement a 96 unit, multi-jurisdictional apartment complex and BART police station within the station area property. The historic Strobridge House has been rehabilitated as part of the effort to integrate the new development into the existing fabric of the surrounding neighborhood. A CDBG funded public streetscape improvement project creates a tree-lined pedestrian connection along the two blocks to the downtown core area. The mixed-use development is the first joint-development project located on BART owned land in the history of the Agency and, in the few years since it was completed, has received numerous planning awards.
West Oakland BART Station: More recently, Mr. Claiborne was the project manager for a tri-agency sponsored study to promote the development of a transit village adjacent to the West Oakland BART station. The resulting Action Report evaluates a number of strategic opportunity sites and public improvement projects and provides recommendations for policies and urban design concepts that promote the creation of a higher intensity node of new development focused on the transit station. The Report also includes recommendations for the design of an inter-modal AC Transit bus facility, a mix of housing types, retail and community service space, a major public plaza and streetscape improvement criteria.
Sunnyvale, California: For a private developer client and the project architect, Mr. Claiborne prepared a Specific Plan, adopted unanimously in November 2005, to allow land use changes required for a proposed mixed-use, hotel and residential development at a strategic gateway location on the southeast edge of the City. The Plan supports higher density, mixed-use development sited along series of man-made lakes. The development is designed to promote connections with the CalTrain network in the South Bay and to encourage use of bus and bus transit systems as well as car-share and alternative parking standards.
